A clip from Woodard's speech against a successful Republican effort to pass restrictions on abortion clinics in North Carolina by adding them to a motorcycle safety bill was featured on the Rachel Maddow show in July 2013. At the time, this law was jokingly referred to as the "motorcycle vagina bill," as mentioned in Mike's tweet above.
