[H.B. 481 Georgia Heartbeat Bill] Silcox, who received applause at the meeting for saying she voted against it, said she did so because she believes it is unconstitutional. The legislation also could cost more Medicaid dollars by causing more babies to be born that need the financial support, but it did not call for additional funding, she said. “There were serious problems with the bill,” she said.

Review Bill

Rep. Deborah Silcox was one of the few Republicans who voted against it (HB 481 – GA Heartbeat Bill). She spoke through tears about the thousands of constituents she has heard from who oppose the bill. "And so I rise to vote against this bill. And I rise for my constituents and for those people because I was sent here by them, to vote for them. I just pray, Lord, that your will be done, and I pray, Father, for the great state of Georgia."
